Hamad International Airport (HIA), located in Doha, Qatar, is a key international transit hub, consistently ranked among the world’s best airports. With Qatar’s growing prominence as a global aviation and tourism centre, the need to increase HIA’s capacity became urgent.

Originally designed to accommodate 24 million passengers annually, the airport’s rapid rise in traffic necessitated a major expansion to meet future demand and maintain its competitive edge. The expansion project aims to more than double the airport’s annual capacity to 53 million passengers, reinforcing its role as a global travel hub.

Inspiring confidence in a landmark aviation project

WT played a key role in the Hamad International Airport Terminal Expansion Project as part of a multi-disciplinary team engaged during the 2018–2019 design phase. Appointed to deliver Pre-Contract Cost Planning and Tendering Services, we were instrumental in shaping the financial framework for this large-scale development. The scope encompassed a 233,000 sqm, three-storey terminal expansion, new concourses D and E, enhancements to the baggage handling system, a new terminal metro station, substructure provisions for a future satellite terminal, and extensive underground services and utilities.

Driving cost certainty and financial control

Our involvement spanned from concept to detailed design, delivering comprehensive cost planning, full Bills of Quantities, and precise Pre-Tender Estimates. In a highly complex and evolving design environment, our team ensured that the client maintained financial control and clarity at every decision point. A proactive, collaborative approach allowed us to manage cost fluctuations and align design ambitions with budgetary realities, while consistently updating cost models and applying rigorous value engineering.

Managing risk and enabling sustainable outcomes

Risk mitigation was embedded throughout our service delivery. We identified and addressed cost-related risks early – ranging from design changes and escalation to scope creep – through detailed tracking, regular reviews, and scenario planning. Integrating digital tools such as BIM-based quantity take-offs enhanced accuracy, improved coordination, and reduced the risk of rework.

Beyond financial stewardship, our value engineering contributed to more sustainable material choices and efficient designs, supporting the project’s long-term environmental objectives.
